Colorado NEMT credentialing runs on its own machinery: a ProCredEx exchange holding your driver and vehicle files, a reviewed credentialing certificate that has to travel with your interChange enrollment, and a broker contract stacked on top of both. We assemble the files, put them where the reviewer expects to find them, and stay on the case every week until there's a decision.

The short answer
What does Colorado NEMT credentialing actually involve?
Colorado made credentialing mandatory for every NEMT provider and pushed the work through a single exchange. Transdev Health Solutions, trading in Colorado under the IntelliRide name, built and reviewed that exchange for drivers and vehicles across the state, not only in the nine counties it brokered. Sequence matters more here than most providers expect. You complete a credentialing request form and licence agreement, sit through the ProCredEx training so you can actually use the platform, upload and share your driver and vehicle credentials, and only then does a reviewed certificate come back to you. That certificate is an attachment your enrollment application can't be approved without. Skip the order and the application lands at the state incomplete, which costs weeks nobody gets back.

The company file: interChange first, broker contract second
Colorado starts you at the state, not the broker. You enroll in Colorado interChange as an NEMT or Urgent Transportation Provider and come away with a provider identification number, and that number is what a broker contract later attaches to. Behind it sits the ordinary company packet (W-9, EIN letter, entity documents, NPI) plus insurance, and Colorado's published broker requirements have been unusually specific on the insurance: workers' compensation as state law requires, commercial auto at a $500,000 combined single limit per accident, and general liability at $500,000 per occurrence, with the required parties named as additional insured. Limits and named parties are set by the agreement you sign and they do change, so we read your current contract and match the certificate to it rather than assuming last year's wording still passes. Certificate language is the cheapest thing to fix and the most common thing to stall on.

The driver file, judged on points and history
Colorado driver standards are more prescriptive than most brokers'. The published requirements have included a minimum age of 20, fluency in English, a current valid Colorado licence with at least five years of driving experience, no suspension or revocation in the past five years, and a points ceiling: no more than four points in the last twelve months, and no more than six in the last three years. Layered on that are driver training, a drug test and an FBI background check, while the statewide credentialing requirements add OIG and SAM exclusion checks, a sex-offender registry check, a motor-vehicle report, and evidence of PASS-style passenger assistance, wheelchair securement, defensive driving and First Aid, CPR and AED training. Files live on the exchange, and a driver whose licence or check lapses simply stops being assignable, usually on a morning you needed them. We build each file, load it, and keep every expiry on a calendar.

The vehicle file, and the fittings reviewers actually check
A vehicle passes on paperwork and on hardware. Registration, a current inspection and the vehicle listed on your auto policy cover the paperwork half. The other half is physical, and Colorado's published vehicle standards get concrete about it: your company name and the vehicle number displayed on the exterior; interior signage carrying the toll-free number, the complaint procedure, and the no-smoking and seatbelt notices; a first aid kit; a GPS device; a working two-way communication system; approved securement straps in wheelchair-accessible vehicles; sidewall padding and anti-skid flooring. Add a vehicle and it has to be credentialed and on the contract before it carries a member. Retire one and it has to come off, or the fleet you operate and the roster the broker reads stop matching.

Re-credentialing, and a roster that changed hands
Credentialing expires on its own schedule. The certificate has a life, the licence agreement gets re-signed on a cycle, insurance renews annually, background checks and screenings run again, and inspections come due. Providers rarely lose trips on a first application. They lose them on a renewal nobody was watching. The 2026 broker change added a second thing to watch, because roster upkeep and credentialing move to the statewide broker's process while your history still sits in the exchange you've been using. Before you re-upload anything, confirm which platform your rosters are read from today. Who holds your counties, and whether you can enroll at all
Two facts decide whether a Colorado application is worth filing this month. The first is the moratorium: the state paused new NEMT provider enrollment from October 1, 2023 and has extended that pause through September 30, 2026. It doesn't remove providers who are already enrolled, but it does close the door on new ones. The second is which phase your counties are in. The nine metro counties (Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, Jefferson, Larimer and Weld) moved to the statewide broker on July 1, 2026, while the remaining 55 had no published date when this page was written. IntelliRide credentialing, answered straight
In a set order. Enroll in Colorado interChange as an NEMT or Urgent Transportation Provider to get a provider identification number, complete the credentialing request form and licence agreement, take the ProCredEx training, then upload and share your driver and vehicle credentials on the exchange at platform.procredex.com. A reviewed credentialing certificate comes back, and that certificate goes in with your Health First Colorado enrollment application. Contracting with the broker that holds your counties is a further step on top of all of it.

Some contracts also require a carrier rated no lower than A. Those numbers and named parties are set by the agreement you actually sign and they do change, so we read your current contract and match the certificate to it. IntelliRide is the member-facing brand Transdev Health Solutions used for Colorado's Health First Colorado transportation brokerage, covering nine counties. It's no longer the metro broker. Effective July 1, 2026 the state moved that work to MediDrive as a single statewide broker, and trips with appointment dates on or after the cutover in those nine counties can only go to providers contracted with MediDrive. A date for the remaining 55 counties had not been published when this page was written, so check the current provider bulletin for your area.

Colorado paused new NEMT provider enrollment from October 1, 2023 through September 30, 2026, so for a brand-new company the honest answer is that the queue, not your paperwork, is the constraint. The pause doesn't remove providers who are already enrolled. For files that can move, speed comes from a complete first submission, same-week answers to deficiency notices and weekly follow-up, which is the part we control. Approval timing itself belongs to the state and the broker.
