NEMT is carved out of managed care and run statewide by a single broker, MAS (Medical Answering Services). The trip is authorized by MAS, but the claim is paid through eMedNY, not MAS. Enrollment runs in two steps: a MAS Letter of Support first, then eMedNY transportation enrollment.

What NEMT providers experience as EVV is broker GPS and mobile trip verification (through apps like Modivcare and MTM), which is a contract requirement, not a state law.
