MAS Enrollment for New York NEMT Providers
New York enrollment done in the right order: the mandatory MAS Letter of Support first, then NYS DOH enrollment through eMedNY, plus your driver and vehicle files — prepared correctly and followed up every week until you have a decision and can take trips.
Quick Answer
SS Support Network is an independent BPO that handles New York NEMT enrollment in the correct order — first requesting the mandatory MAS (Medical Answering Services) Letter of Support, then filing your NYS DOH provider enrollment through eMedNY — along with your driver and vehicle files, and follows up every week until you have a decision and can take trips. It is built for New York transportation providers enrolling for the first time, adding New York to an existing operation, or recovering from an eMedNY application that was rejected for missing the Letter of Support. Our team is trained on the MAS and eMedNY process but is not affiliated with, endorsed by, or partnered with MAS or NYS DOH; enrollment and approval decisions are made solely by MAS and New York State. The outcome you get is a correctly sequenced first submission and same-week responses to any deficiency, so delays never come from your side of the file. We are a US-registered BPO based in Vancouver, WA, founded in 2020, working 24/7 under HIPAA safeguards and a signed BAA.

The short answer
What does MAS enrollment in New York involve?
MAS — Medical Answering Services, LLC — has been the single statewide Medicaid NEMT broker for New York since August 1, 2023, covering all 62 counties and a reported high volume of trips. This page is New York-specific. What makes New York different from every other state is the order of operations: enrollment is a two-step sequence where you first obtain a mandatory Letter of Support from MAS, and only then enroll as a Medicaid transportation provider with NYS DOH through eMedNY. Get the order wrong and the state rejects you. This page walks through that sequence and the driver, vehicle, and re-enrollment work around it, and shows where we take the paperwork off your plate.
Track 1
How do I enroll with MAS as a New York NEMT provider?
This is the step that trips New York providers up, because it is about sequence, not just paperwork. Step one is the mandatory MAS Letter of Support: you request it from MAS transportation-provider relations, and it confirms MAS supports your company joining the network. Step two is enrolling with NYS DOH through eMedNY as a Medicaid transportation provider. Applications submitted to eMedNY without the MAS Letter of Support are rejected — the state expects the broker's support first. Alongside the sequence, your company packet still needs the standard documents: business entity records (W-9, EIN letter, business license or Articles of Organization), commercial auto liability and general liability with the required parties named on the certificate, and workers' compensation. We request the Letter of Support, assemble the company packet, and file the eMedNY enrollment in the correct order so it clears the first time instead of bouncing.
Track 2
How do I credential my drivers under the MAS network?
Every driver who takes a Medicaid trip in the MAS network needs a complete, current file: a valid New York license for the vehicle class they drive, a clean motor-vehicle record, a criminal background check, drug and alcohol screening, and proof of the required training — typically defensive driving, CPR and First Aid, and wheelchair securement or a PASS-style passenger-assistance course. Driver credentialing is also where an operating fleet gets caught later: a license or a background check quietly expires and the driver can no longer run trips. We assemble each driver file to MAS network standards, keep it with your enrollment record, and put every expiration date on a tracking calendar so a lapse never surprises you on a Monday morning.
Track 3
What does the MAS network require to credential a vehicle?
Each vehicle in service has its own file: current New York registration and title, a passing state safety inspection, the vehicle listed on your auto liability policy, and — for wheelchair and stretcher vehicles — proof the securement equipment and ADA accessibility meet the standard. Add a vehicle to your fleet and it has to be documented and reflected in your enrollment before it can run a trip; retire one and it has to come off. We keep your vehicle roster, inspections, and insurance schedule matched to what your MAS and eMedNY records show, so the fleet you actually operate is the fleet the network shows as approved.
Track 4
Re-credentialing & staying active in New York
Enrollment is not a one-time form. Insurance certificates renew annually, driver background checks and screenings run on a cycle, vehicle inspections expire, and both MAS and NYS DOH re-verify providers on a recurring basis. The providers who lose trips rarely fail the first application — they fail a renewal nobody was watching. We run your re-credentialing as a calendar, not a fire drill: renewals prepared before the deadline, updated documents submitted where each one belongs across MAS and eMedNY, and a clean record that keeps you accepting trips without an accidental deactivation.
Operating in more than one state?
New York is MAS — other states are a different broker
Inside New York, MAS is the single statewide broker for all 62 counties, and enrollment runs through the Letter of Support and eMedNY sequence above. Outside New York, the broker is almost always someone else — a national broker such as Modivcare or MTM, depending on the state and the specific Medicaid or health-plan contract. If you run trips across state lines, applying with the wrong broker or in the wrong system wastes weeks. During the free review we confirm which broker and which enrollment path applies in each county you serve.

Common questions
MAS enrollment in New York, answered straight
New York uses a two-step, state-specific sequence. First you obtain a mandatory Letter of Support from MAS (Medical Answering Services). Then you enroll as a Medicaid transportation provider with NYS DOH through eMedNY. Applications submitted to eMedNY without the MAS Letter of Support are rejected. We handle both steps in order — request the Letter of Support from MAS, then file the eMedNY enrollment — so the sequence never trips you up.
The most common reason in New York is a missing MAS Letter of Support. eMedNY is the state's Medicaid enrollment system, but MAS is the statewide transportation broker, and DOH expects the broker's support letter before it will enroll a NEMT provider. If you applied to eMedNY first, the order is backwards. We fix the sequence: secure the Letter of Support, then submit the enrollment so it clears.
Limits follow New York Medicaid and county requirements and are set per contract. In general a provider needs commercial auto liability and general liability, plus workers' compensation, with the required parties named correctly on the certificate. We confirm the current New York thresholds and make sure the certificate wording is exactly what the reviewer expects before it goes in.
Each driver needs a valid New York license for the vehicle class, a clean motor-vehicle record, a criminal background check, drug and alcohol screening, and proof of required training such as defensive driving, CPR and First Aid, and wheelchair securement or a PASS-style course. We assemble each driver file to MAS network standards, keep it with your enrollment record, and track every expiration date so nobody is deactivated mid-route.
