NEMT Credentialing & Enrollment in Texas

Not on its own for managed care. PEMS enrollment with HHSC, plus MTP vehicle and driver certification, covers you for the fee-for-service Medical Transportation Program. But most Texas Medicaid enrollees are in managed care — STAR, STAR+PLUS, STAR Kids — where NEMT is carved into the MCO and each plan uses its own broker. To run those trips you also credential with the relevant broker: Modivcare, MTM, SafeRide Health, or Access2Care (now MTM-owned). We map which brokers serve the plans in your service area, then credential you with each so you are not enrolled in the state system but locked out of the trips.

It depends on the MCO, and assignments move with the contract. Each managed-care plan contracts its own NEMT broker, so the right broker for you depends on which plans your riders are in and where you operate. Assignments also change: SafeRide Health became the UnitedHealthcare Community Plan of Texas vendor effective January 1, 2026, which shifted those members onto SafeRide. We confirm the current broker for each plan in your area — always verify with the plan directly — and credential you with the ones that actually carry your volume.

MTP certification covers the vehicles and drivers running fee-for-service trips. In general each vehicle needs current Texas registration, a passing inspection, and correct insurance, and each driver needs a valid Texas license for the vehicle class, a clean driving record, a background check, and required training, with wheelchair vehicles meeting securement and accessibility standards. Exact current requirements are set by HHSC and MTP, so we confirm them and assemble each file to standard rather than guessing — then keep every expiration on a calendar so nobody is deactivated mid-route.

Not to NEMT. Texas operates state EVV through TMHP, but it covers personal care and home health services — not non-emergency medical transportation. For NEMT, trip verification is handled through your broker's GPS and trip-verification tools, not a state EVV mandate. EVV is not federally mandated for NEMT.
